The Youth Opportunities Programme and its successor, the Youth Training Scheme were poorly thought of by the young people who worked on them, and unions like NALGO. Both groups saw it as an expolitative scheme that used school leavers as cheap labour, undercutting skilled union labour and not providing the promised training to the young people.
