This banner was commissioned by Julie Waterson of the National Officer of the Anti-Nazi League (ANL), in 2003. In the local election at Burnley and Pendle in 2003, the BNP won eight seats, making them the second largest group on the council and the largest group the BNP held in any form of government. The ANL demonstrated at the first meeting of Burnley council after the election using this banner.

The Anti-Nazi League was originally formed in 1977 in response to the rise of the far-right National Front political party. It was revived in the early 1990s after the far-right British National Party (BNP) won a council seat in London Docklands. Arrows have been a part of anti-Nazi symbology since the resistance against the rise of the Nazi Party in Germany in the 1930s.
