Poster produced by Sandwell Council in the West Midlands as the councellors felt very strongly that the new Community Charge, dubbed the 'Poll Tax', introduced by Margrat Thatcher's Conservative Government in the late 1980s would unfairly penilise working class residents of the borough. It was part of a series of leaflets and other information about it.
