The poster is promoting a boycott of Chilean goods, particularly shoes, to try and help end the Pinochet regime in Chile, which was known to be undertaking human rights violations. Boycotts of goods has long been a method for trying to bring about political change through economic impacts on the countries or organisations being boycotted.
