The poster was produced by CUT Chile, the Central Unitaria de Trabajadores de Chile - a union federation in Chile.
CUT Chile was suppressed following the Chilean Coup of 1973, after which collective bargaining was outlawed. The poster is promoting a boycott of all Chilean goods to effectively impose economic sanctions against the military Junta government.
