Ministry of Labour logo for âNational Scheme for Disabled Menâ. In 1919, the Ministry began an employment scheme for men disabled in the First World War called the Kingâs Roll, the start of the quote scheme. Only signatories to the National Scheme for Disabled Men could use the design.
