Description

Clause 25 refers to part of the Criminal Justice Act 1990 which proposed tougher penalties and sentences for consensual sexual activity between men, such as ‘soliciting and importuning’ and ‘indecency between men’. Protests took place in London and Manchester against the bill.


Paragraph 16 refers to a set of Department of Health guidelines for the Children Act 1990. This proposed that LGBQ+ men and women should be prevented from fostering children, stating ‘Equal rights and gay rights policies have no place in fostering.’


The two proposals together were viewed as systematic attempt to criminalise LGBTQIA people and limit their human rights and participation in society. Therefore the badge refers to wanting "OUT" of Clause 25 (removing prosecution of consensual sex between men), and "IN" Paragraph 16 (allowing fostering rights).
