This banner probably dates from the 1970s when there were a number of libertarian groups active in Britain.

Libertarianism has long been associated with anarchism. It originally denoted a person who believed in the freedom of the will. Some anarchists have referred to themselves as libertarian socialists to avoid the negative overtones of anarchism. Libertarianism can range from decentralists who wish to limit state power, to those who want to abolish it altogether.
