Items including this flag, leaflets and placards were created by Manchester City Council in 2013 to mark the fact that they have supported LGBT rights since 1988 (25 years). 1988 is a significant date as it was when Section 28 was enacted. Section (or Clause) 28 stated that a local authority "shall not intentionally promote homosexuality or publish material with the intention of promoting homosexuality" or "promote the teaching in any maintained school of the acceptability of homosexuality as a pretended family relationship".
