The Poll Tax was a tax of a set amount to be paid by every person in the UK, supposed to replace domestic rates which were calculated based on property value. It was introduced by the Conservative Party and began being implimented in Scotland in 1989 followed by England and Wales in 1990. It was hugely unpopular, leading to mass civil disobedience including refusual to pay and mass protests known as the Poll Tax riots. It's abolition was announced 1991, and it was replaced by the Council Tax system in 1993.
