This paper poster shows two figures, one in a top hat reading Tariff reform who is offering a brick to an old man, who is holding a loaf of bread reading 'Old Aged Pensions'. Beneath the image reads "The Liberals gave me bread. You offer me a stone."

The poster was published by the Budget League, a pressure group formed in 1909 by Winston Churchill to campaign in favour of the People's Budget proposed by the Liberal government of 1909/10. The People's Budget proposed significant taxes on the land and income of the wealthy to fund a series of social welfare reforms. Th budget passed the House of Commons but was blocked by the House of Lords until 1910.
