The leaflet was created by the climate change pressure group Extinction Rebellion. The Election Rebellion campaign was highlighting climate change as a key issue during the 2019 general election. The reverse of the leaflet demands all candidates 'recognise the Climate and Ecological Emergency' and lays out Extinction Rebellion's 'Three Demands Bill' which they want election candidates to sign. Their messaging discusses air polution, food insecurity due to Britain's reliance on imported food from regions impacted by climate change, and fresh water scarcity in England.
