They all are dressed in 1930s wear: smart three-piece suits and have parted and combed hair. Text at the bottom reads "But Free Volunteers For a Collective Peace Policy".
It may have been produced by the Peace Pledge Union, which was founded in 1934 to promote peace and support conscientious objection.
